Job Summary

The IT Project Manager will support the modernization and sustainment of a Federal Government digital platform by providing technical oversight, integration management, and Program Management Office (PMO) support to Government IT leadership. The position will oversee software development lifecycle activities, web and database engineering efforts, implementation and sustainment teams, and cross-functional technical dependencies.

The IT Project Manager will use ServiceNow capabilities, including Strategic Portfolio Management (SPM), IT Service Management (ITSM), and Agile Development tools, to monitor execution, risks, dependencies, milestones, and performance. The role will also provide independent technical evaluations, executive-level reporting, and recommendations to help ensure technical work remains on schedule, within scope, and aligned with program requirements.

Essential Duties and Responsibilities

  • Oversee software development lifecycle, web application, database engineering, modernization, and sustainment activities for an enterprise digital platform.
  • Provide technical oversight, integration management, and PMO support to Government IT leadership.
  • Serve as a coordination point among Government stakeholders, implementation teams, sustainment teams, vendors, and other technical partners.
  • Use native ServiceNow project and portfolio management capabilities to monitor schedules, scope, milestones, deliverables, risks, and program requirements.
  • Monitor and evaluate Agile delivery performance, including sprint progress, velocity, burn-down data, backlog status, defect trends, and other execution metrics.
  • Design, maintain, and use ServiceNow dashboards to monitor implementation progress, defect rates, sustainment activities, ticket resolution times, and other program performance indicators.
  • Review technical submissions, deliverables, and supporting documentation from implementation and sustainment teams.
  • Provide documented, independent technical assessments and recommendations to Government leadership regarding technical sufficiency, performance, and acceptance considerations.
  • Coordinate schedules, milestones, interfaces, and technical dependencies among internal and external project teams.
  • Support development and maintenance of integrated schedules, milestone trackers, dependency maps, and program-level risk and issue management tools.
  • Support management of Risk, Issue, Decision, Action, and Change tracking within ServiceNow or comparable enterprise management platforms.
  • Identify cross-team dependencies, execution risks, schedule impacts, resource constraints, and other issues requiring management attention.
  • Coordinate corrective actions and mitigation strategies with technical teams and program stakeholders.
  • Prepare and deliver executive-level weekly status reports, briefings, dashboards, slide presentations, and other program management materials.
  • Report on program execution, schedule status, milestone risks, technical dependencies, resource utilization, and other key performance indicators.
  • Support verification and documentation of applicable cybersecurity workforce qualifications and certifications in accordance with Department of Defense workforce requirements.
  • Promote consistent use of Agile, PMO, change management, configuration management, and technical governance practices across project teams.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Systems Engineering, Engineering, or a related technical discipline.
  • At least five years of experience in IT project management, technical program management, PMO support, Independent Verification and Validation, or similar functions supporting enterprise IT environments.
  • At least two years of experience overseeing or supporting ServiceNow platform implementations within Department of Defense or Federal Government environments.
  • Active Secret security clearance.
  • Active Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), Project Management Professional (PMP), or comparable project management certification.
  • Demonstrated experience managing projects or technical initiatives using ServiceNow Strategic Portfolio Management (SPM), IT Service Management (ITSM), Agile Development, or comparable ServiceNow modules.
  • Experience monitoring Agile software development activities, including sprint execution, velocity, burn-down charts, backlogs, defects, and release milestones.
  • Experience developing or managing ServiceNow dashboards, program metrics, risk trackers, schedule information, or executive reporting.
  • Broad technical knowledge of secure Federal or Department of Defense cloud environments.
  • Familiarity with AWS GovCloud, Microsoft Azure Government, or comparable secure cloud platforms.
  • Understanding of DevSecOps concepts, CI/CD pipelines, APIs, system integration, and modern enterprise application architectures.
  • Demonstrated ability to identify technical dependencies, schedule risks, integration issues, and resource constraints across multiple teams.
  • Strong written and verbal communication skills, including experience preparing executive-level technical briefings and status reports.
  • Ability to communicate effectively with Government stakeholders, technical teams, vendors, and senior leadership.

Preferred Qualifications

  • Experience supporting ServiceNow implementations in Department of Defense secure cloud environments.
  • Technical familiarity with ServiceNow out-of-the-box architecture, integrations, workflows, and platform governance.
  • Experience supporting Federal or Department of Defense environments at Impact Level 4 or higher.
  • Experience with AWS GovCloud or Microsoft Azure Government in secure Federal environments.
  • Familiarity with DevSecOps pipelines, automated testing, secure software development, and API-driven platform architectures.
  • Experience coordinating multiple vendors, technical teams, or geographically dispersed stakeholders within a complex enterprise IT program.
  • Familiarity with Department of Defense cyber workforce requirements, including DoDM 8140.03.
