Contract Program Manager

Osi Vision is seeking a Senior CPM is the Contractor Representative to the government on all matters related to this contract and leads, manages, and directs activities of the contractor staff in support of the U.S. Citizenship and Immigration Services (USCIS) located in the National Capital Region (Washington D.C)/Maryland). This is contingent upon award of this Contract.

Overview of Support: The Senior CPM provide oversees all contract program management support for planning, execution, and completion of all project activities in support of USCIS.

Duties and Responsibilities:

• Responsible for the management of all resources and supervisory oversight over all contractor 

staff in the performance of all work on this Task Order. 

• Manage the day-to-day activities of the Contractor staff.

• Responsible for the accomplishment of the task order. 

• Organize, direct, and coordinate planning and execution of all activities, review the 

• work of subordinates, including subcontractors, and ensure that the schedule, performance 

parameters, and reporting responsibilities are met. 

• Integrate the Contractor’s management and workload activities across this Task Order to ensure 

they are consistent.

• Primary interface with the USCIS Program Manager and/or Contracting Officer’s 

Representative. 

• Attendance at weekly status meetings and ad hoc meetings is required.

• Shall possess not only management skills, but technical skills as well and be hands-on 

executors, rather than just a manager.

• Maintain documentation of tasks and for every work stream in JIRA or other project tool as 

each project requires, to include backlog grooming with respective Product Owners or project 

leads and the overall capacity planning with the Government OCDO Program Manager, who is 

also the OCDO (Office of the Chief Data Officer) Chief Product Owner.

• At the request of the COR, the Government Program Manager, or a Government Project 

Manager, you shall be required to prepare briefing materials, deliver briefings, participate in 

meetings with USCIS organizations and/or external organizations, and present program 

content.

• Develop, as necessary, written recommendations, oral presentations and/or executive briefing 

materials.

• Support security processing, which is the interface with Government Office of Security and 

Integrity (OSI) through the COR on all security matters, to include physical, personnel, and 

protection of all Government information and data accessed by the contractor. 

The following meetings require mandatory attendance by the Government:

• Task Order Kick-Off meeting.

• Workload Kick-Off meeting

• Weekly Program Risk Review. 

• The CPM and leads shall participate in virtually coordinated meeting to review any issues with 

contract performance; for instance, hiring and other resource issues.

• Bi-Monthly Program Management Review (PMR). 

• The CPM and leads shall participate in a virtually coordinated meeting specifically to review 

accomplishments, and, for instance, address workload resourcing and prioritization. 

• Other ad-hoc meetings scheduled by USCIS senior leadership or Government team.

• CPM required to interact with multiple other contractor teams. 

• Provide the Government full Contractor cooperation, proper meeting attendance, and good faith 

efforts to accomplish joint work. 

• The CPM shall notify the CO, COR, and government PM of each contract employee separation 

(termination/resignation) within five (5) days of each occurrence. 

• The CPM shall provide a plan for replacement within five (5) days after notification, and the 

replacement plan must include discussion with the government PM to ensure resource 

prioritization is met. 

o Acceptance of the replacement plan will be made within five (5) business days by the 

government PM to the CPM

FRONT OFFICE SUPPORT

• The CPM will oversee the Front Office activities and contractor personnel.

• \Support project management, communications activities, and executive engagements 

including but not limited to the following:

o Communications efforts including web services (i.e., intranet websites, share point), 

materials development such as executive memoranda and including narrative and 

graphic design for paper and electronic printed materials such as booklets, flyers, and 

promotional items. 

• Meeting facilitation for internal and external engagements to include, for example, 

teambuilding activities, notetaking, hosting, engagement planning and execution, etc.

• Advisory support for recommend solutions on topics as they arise, which requires contractor to

be highly knowledgeable in agency social networks, maintain knowledge of organizational 

structures, and, for instance, understand who key points of contact are on various topics.

• Support outcomes must identify issues worthy of flagging for awareness through constant 

surveillance of communications.

Required Qualifications:

• Must have at least 10 years of experience in overseeing, managing, directing, and executing 

midsize to large programs within a government environment.

• BS/BA degree in Data Science, Computer Science, Engineering, Mathematics, or related field.

• Requires access to sensitive but unclassified information.

• Must be a United States Citizen.

• Must have resided in the United States for three of the past five years.

• Once selected for employment a complete security package, we will submit the package to the 

Office of Security & Integrity Personnel Security Division (OSI PSD) 30 days before start date 

of employment. The required forms and directions will be provided once selected as a 

prospective hire.

• Senior position oversight of the efforts of less senior staff and/or be responsible for the efforts 

of all staff assigned in a specific job.

• No travel is required
