Business/Automation Lead
Osi Vision is seeking a Senior Business/Automation Lead to oversee and supervise a team of contractors supporting the business and automated data processes for the U.S. Citizenship and Immigration Services (USCIS) located in the National Capital Region (Washington D.C)/Maryland). This is contingent upon award of this Contract.
Overview of Support: The Senior Business/Automation Lead, leads and directs the overall efforts to automate data processes by documenting business processes and translating into technical requirements for technical counterparts and using Office of Information Technology (OIT) provided tools for business process automation activities in support of USCIS
Duties and Responsibilities:
• Provide support to meet the goals and objectives to improve utilization of Business Intelligence
strategies and tools, to help USCIS analyze vast quantities of data to uncover new knowledge,
support product ownership of analytical tools, support data literacy training and engagement
initiatives, analytical training initiatives (i.e. Analyst University), support data visualization
requests, and enhance and maintain Agency standard reporting datasets from the business-side
(Non-OIT) functions.
• Support data literacy and training operations. The outcome is for Agency staffs of all levels to
have knowledge of and be empowered with data concepts, reporting methods and capabilities,
and analytical concepts to be able to support and acculturate data-driven decision-making at
USCIS.
• Support for dashboards. The BI branch provides service to provide clear, coherent, accessible,
accurate, and timely data visualizations to decision makers at all levels of USCIS. A key
outcome is that these dashboards provide information at the right time, in the right place, in the
right manner, and to the right person so that data can be taken advantage of and used in
decision making.
• Design: to promote the outcomes to provide clear UI/UX design, graphic design, meaningful
and insightful content, user-centric functionality, self-service design and functionality (as
warranted), and with Section 508 compliance.
• Support for datasets in support of the data visualization and data literacy goals; BI branch
supports the production of consolidated and agency-wide single sources of truth for the
outcome of supporting common and consistent understanding of agency operations and
performance.
• Accomplish monthly, weekly, and daily data needs with established automation that require
enhancement and maintenance.
• Provide support for Ad hoc Reports and analyses.
Provide support for on-demand and time sensitive information needs for decision makers,
which is when effort is required – start to finish - query to final view/report/analyses are
required to meet the needs of the Agency.
• Ensure work performed within the OIT supported suite of analytics tools, such as: OBIEE,
SAS, Databricks, Tableau, Microsoft SQL Server, etc.; with languages such as SQL, R, SAS,
Python, JAVA, etc. (which may change over time).
• Support communication clarity and efficient workflow.
• Ensure teams use OIT-supported project management, information sharing, or communication
and collaboration platforms such as MS Teams + Planner and Outlook, Maestro (JIRA,
Confluence), GIT, Collibra, Mobius, and others.
• Ensure continuity of operations and possible FOIA and other reporting requirements,
documentation of recurring products is critical, and, as needed, for ad hoc products.
• Tools: Similarly with other needs for leading Agency clarity and consistency for reporting and
analytics, OCDO supports providing business input and direction to OIT tools through product
ownership, which requires project management support, facilitating coordination across diverse
partners, and, for example, monitoring deadlines
Business Intelligence Objectives Description
• Reduce manual and redundant entry, aggregation, and reporting of data.
• Provide support to streamline and simplify processes, improve data systems, and leverage
existing data to minimize manual processes, data silos, and inaccessibility of data.
• Possess and instill knowledge of system and process architecture to analyze potential points of
redundant data generation and be able to make recommendations to overall USCIS processes
that could be revised to reduce or eliminate overlap.
Support the USCIS Analyst University
• Support with all aspect of operating the Analyst University from materials creation and
distribution, to coordinating cohorts of new students, and supporting all planning and execution
thereof. Training in Data topics expertise is required to support ongoing improvement and
diversity of content provided to students progressing through increasingly advanced curricula.
Integration of disparate data
• Use knowledge of policies and processes to analyze existing data sets to uncover new
knowledge and discover new insight that supports better-informed business decisions.
• Recommendations will be made to integrate multiple data sources to address business processes
and issues and recommend access restrictions and policies to help ensure information security.
While the full technical implementation may be deployed by OIT counterparts (DBIS), the
research and discovery of business-driven methods for logic is principally a function of the
OCDO
Required Qualifications:
• Must have at least10 years of experience with analysis and definition of business processes and
procedures for automation, and leadership of efforts to automate business processes to support
enterprise priorities.
• Shall demonstrate knowledge of and proficiency in automation software such as UI Path and
other Robotic Process Automation (RPA) software.
• BS/BA degree in Engineering, Mathematics, Business Administration, or related fields.
• Requires access to sensitive but unclassified information.
• Must be a United States Citizen.
• Must have resided in the United States for three of the past five years.
• Once selected for employment a complete security package, we will submit the package to the
Office of Security & Integrity Personnel Security Division (OSI PSD) 30 days before start date
of employment. The required forms and directions will be provided once selected as a
prospective hire.
• Senior position oversight of the efforts of less senior staff and/or be responsible for the efforts
of all staff assigned in a specific job.
Desired Qualifications:
• MS/MA degree in Data Science, Computer Science, Engineering, Mathematics, or related field.
