PKI Equipment Manager
Job Summary
The PKI Equipment Manager will support the Air Force Public Key Infrastructure (AF PKI) Program by overseeing the management, reporting, and maintenance of Contractor Acquired Property (CAP) and Government Furnished Property (GFP)/Government Furnished Equipment (GFE). This role involves delivering regular inventory reports, developing and maintaining robust management procedures, conducting physical inspections, and ensuring compliance with contract terms and Defense Contract Management Agency (DCMA) audits. The manager will work closely with the Government Equipment Custodian to track, inspect, and resolve issues with equipment, requiring a meticulous professional with strong organizational and equipment management skills within a Department of the Air Force (DAF) context.
Job Duties
- Inventory Reporting: Deliver an initial CAP and GFP/GFE report 90 days after the contract period of performance (PoP) starting on June 1, 2025; provide a second report for the base contract year in April 2026; and submit reports for each option year in October and April thereafter.
- Custodian Coordination: Collaborate with the Government Equipment Custodian before and during each inventory to ensure accurate tracking and reporting.
- Procedure Development: Develop and maintain up-to-date procedures with strong internal controls for managing CAP and GFP, including adequate management controls, contract terms compliance (e.g., self-assessments), clear lines of authority and accountability, detailed methods for tasks (e.g., acquisition, receiving), risk assessments of property management elements, and support for DCMA inspections and audits.
- Equipment Accountability: Manage GFP/CAP by receiving and maximizing item lifespan while minimizing misuse; perform physical inspections per contractor processes; inspect receipted GFP and materials for accuracy and condition, annotating receipt documentation with time, date, and resolving discrepancies; screen and verify GFP/CAP details (e.g., line number, National Stock Number, quantity), update property listings, and submit to the Government per CDRL A004, storing items identifiably with similar items grouped.
- Defect Management: Inspect defective GFP/CAP upon notification, maintain a file of defective items, notify the Government, and follow disposition instructions, ensuring defective items are not issued; draft and deliver reports to the Government detailing defective items, actions taken, transaction numbers, and disposition outcomes.
- Loss Investigation: Investigate lost, stolen, damaged, or destroyed GFP/CAP, reporting findings, costs, and remediation to the Government per contractor processes and DFARS 252.245-7002.
Required Qualifications
- Equipment Management: Proven experience managing government or contractor property, including inventory tracking, inspections, and reporting.
- Procedure Development: Ability to develop and maintain detailed management procedures with internal controls, risk assessments, and audit support.
- Attention to Detail: Strong organizational skills to verify equipment details, annotate documentation, and resolve discrepancies with carriers or manufacturers.
- Compliance Knowledge: Familiarity with contract terms, DFARS 252.245-7002, and DCMA audit requirements for property management.
- Security Clearance: Must possess or be eligible to obtain and maintain a minimum Secret clearance, with all employees cleared to at least Secret by the contract start date of June 1, 2025.
- Location: Ability to work in San Antonio, TX, with full-time on-site support at the Government-leased facility as required for inventory and equipment management.
Education: Bachelor’s degree in related field.
Preferred Qualifications
- DAF Property Experience: Prior experience managing CAP or GFP/GFE within a DAF or DoD program, particularly PKI-related equipment.
- Certifications: Relevant certifications such as Certified Professional Property Manager (CPPM), CompTIA Security+, or DoD 8570/8140-approved Information Assurance certifications (e.g., IAT Level II or higher).
- Inventory Expertise: Background in conducting physical inventories and maintaining detailed property listings for government contracts.
- Defect Resolution: Experience investigating and resolving equipment defects, losses, or damages, with strong reporting skills.
- Collaboration: Proven ability to coordinate with Government custodians and support external audits effectively.
