Job Summary 

The PKI Token Manager will support the Air Force Public Key Infrastructure (AF PKI) Program by overseeing the logistics, planning, and management of DAF tokens across Major Commands (MAJCOMs) and Combatant Commands (COCOMs). This role involves developing and executing logistics and deployment plans, forecasting token requirements, managing warehouse operations, providing technical expertise, and training token Points of Contact (POCs). The specialist will ensure compliance with DoD mandates and deliver monthly reports to Government stakeholders. This position requires a highly organized professional with expertise in PKI token systems and logistics within a Department of the Air Force (DAF) context. 

Job Duties 

  • Logistics Management Plan: Develop a logistics management plan for each token type managed by the AF PKI program, covering forecasting, warehousing, shipping, and other enterprise-level management activities; deliver the initial plan to the Government on an agreed date post-contract start. 
  • Requirements Forecasting: Create and maintain a five-year token requirements plan, providing data to the Government Program Manager (PM) for the Program Objective Memorandum (POM) and refining upcoming fiscal year (FY) budget inputs; deliver the initial plan on an agreed date post-contract start. 
  • Meeting Support: Participate in DoD and DAF meetings related to SIPRNet and NIPRNet tokens, providing insights and updates as needed. 
  • Technical Expertise: Serve as DAF expert for the DoD Token Management System (TMS) and Integrated Logistics System (ILS), supporting their use in token management. 
  • Warehouse Management: Act as warehouse manager, handling receipt of shipments, coordinating with Government shipping personnel, using TMS and ILS for processing, inventorying tokens, and preparing field-returned tokens for destruction or evaluation. 
  • New Token Adoption: Collaborate with the Government to develop, execute, and maintain new tokens approved through DAF or DoD channels, potentially taking on token manager duties like existing tokens. 
  • Monthly Reporting: Deliver a monthly report to the Government PM by the last working day of each month, detailing tokens on hand, usage, and any issues or concerns. 
  • Compliant Deployment: Develop and maintain a plan to deploy compliant SIPRNet and NEATS tokens, ensuring non-compliant tokens are phased out and sufficient compliant tokens are purchased to meet mandated deadlines. 
  • Training POCs: Train token POCs at MAJCOMs and COCOMs on requesting and managing tokens, recommending infrequent site visits to the Government PM when necessary. 
  • Transition Support: Assist in transitioning AF PKI capabilities to an operational organization when determined by the Government, ensuring continuity of operations. 
  • Continuity Documentation: Create and maintain comprehensive continuity books for all token management activities, documenting processes, procedures, and key information to enable smooth transitions to other organizations or replacement personnel. 

Required Qualifications 

  • Logistics Management: Experience developing and executing logistics plans, including forecasting, warehousing, and shipping, for technical assets like tokens. 
  • PKI Token Knowledge: Familiarity with SIPRNet, NEATS, and potentially Yubikey tokens, including their management within DoD or DAF systems (e.g., TMS, ILS). 
  • Planning Skills: Ability to forecast requirements over a five-year period and refine budget inputs for Government processes (e.g., POM). 
  • Training Capability: Proficiency in training technical personnel on processes and systems, ensuring effective knowledge transfer. 
  • Organizational Skills: Competence in managing warehouse operations, inventory, and reporting on token status and issues. 
  • Security Clearance: Must possess or be eligible to obtain and maintain a minimum Secret clearance, with all employees cleared to at least Secret by the contract start date of June 1, 2025. 
  • Location: Ability to reside in San Antonio, TX, and work on-site at the Government-leased facility for warehouse duties and TMS/ILS access, with potential travel for site visits (Government-approved). 
  • Education: Bachelor’s degree in related field. 

Preferred Qualifications 

  • DAF Token Experience: Prior experience managing PKI tokens (SIPRNet, NEATS, or similar) within a DAF or DoD environment, including AE compliance. 
  • Certifications: Relevant certifications such as CompTIA Security+, Certified Logistics Associate (CLA), or DoD 8570/8140-approved Information Assurance certifications (e.g., IAT Level II or higher). 
  • TMS/ILS Expertise: Advanced proficiency in using DoD TMS and ILS for token management and logistics. 
  • Strategic Planning: Background in developing deployment strategies and long-term resource plans aligned with organizational mandates. 
  • Project Management: Familiarity with setting measurable goals, timelines, and monitoring progress in a strategic or technical context (e.g., PMP certification). 
  • Communication: Strong skills in delivering reports and training, with the ability to coordinate with Government PMs and stakeholders effectively.
